It's "cold cathode fluoresent light" CCFL, I think.

You could find it in a lot of different shape.

It was use a lot as a back light for LCD screen, now it's getting trendy for decoration, aquarium light, tuning etc..

But I don't think they come as 12v directly. You need a transformer, they need from 100 to 500 volt to be use. I saw some of it, it could be very small.
If you have an old LCD screen, you probably could hack it (some scanner and fax as well).
