This is not one of those I would say.
There were others like Serpollet and Turgan et Foy.
But as a long shot I would say that this is a Sentinal looking at those louvres. There were a number of metre gauge Sentinals built for France and elsewhere.
By the way I know you Mikey were on the quest for early I/C railcars and we said that none or very few existed before 1920.
Well I found that Turgan et Foy steam railcars were converted for petrol before 1920.
